The Regional Rights Resource Team (RRRT)of the Pacific Community (SPC) has operated for over 20 years, as the region’s pioneer in human rights and gender capacity building to Pacific states, institutions and civil society. Through a team of regional advisors and Country Focal Officers (CFOs) based in member states, RRRT provides a comprehensive suite of policy and legislative advice, technical assistance and capacity building to support Pacific states to respond effectively to priority regional human rights priorities, such as gender equality, ending violence against women and children, disability rights, climate change and equitable, sustainable development.
The role – TheProgramme Manager, Access to Justice Projectwill manage all aspects of the implementation of the Solomon Islands Access to Justice Pilot Project including contractual compliance and reporting.
The key responsibilities of the role include:
· Manages the A2J Project, including planning, execution and monitoring of activities; problem solving; planning, execution and monitoring of budget, donor contract compliance, and donor narrative and financial reporting;
· Develops realistic quarterly, 6-monthly and annual project work plans and ensures effective implementation of work plan;
· Responsible for the day-to-day management of the A2J Project.
2.Support of, and support to Project Staff & Implementers:
· Supervises overall performance of Project staff: Finance and Administration Assistant and Programme and MEL Assistant.
· Ensures performance appraisal of project staff.
· Guides, mentors and builds the capacity of project staff.
· Identifies and provides project staff professional development opportunities.
3.Networking and Partnership:
· Fosters relationships with Project partners, which ensures effective collaboration on Project activities.
· Represents RRRT effectively vis-à-vis the Project at national, regional and international forums.
4.Monitoring, Evaluation and Learning (MEL):
· Takes focal responsibility in relation to the Project including through regular monitoring of progress as per MEL framework; documenting impact stories, case studies and articulating impacts.
· Contributes to the design and implementation of effective MEL system for the Project using both qualitative and quantitative indicators.

Key selection criteria
· A post graduate Master’s degree in development, human rights, law, gender, international relations, or other relevant post graduate degree from a recognised university.
· Diploma or certificate courses in project cycle management, or equivalent years of project cycle management experience.
2.Essential experience and skills
· At least seven years of progressive project management and development experience covering EVAW and/or access to justice for survivors of domestic violence in the Pacific.
· Proven track record of liaison with donors, governments, development partners and civil society.
· A solid record of accomplishment overseeing complex multi-stakeholder projects to end violence against women.
· Proven experience in financial and project monitoring and reporting; and strategic planning experience.
· Pacific experience and an in-depth understanding of the gender equality, EVAW and access to justice challenges in the Pacific.
· Exceptional writing skills (written and oral), with a strong writing ability at a project donor reporting level.
3.Interpersonal and Language skills
· Strong interpersonal and communication skills and an ability to work within a team.
· Proficiency in English, with a working knowledge of Solomon Islands Pidgin would be an advantage
· Strong skills in networking, cross-cultural liaison and human rights awareness.
Salary, terms and conditions
Required starting date– This position is available immediately.
Contract Duration– This position is budgeted until30thof April 2020and is subject to renewal depending on performance and funding.
Remuneration– TheProgramme Manager, Access to Justice Projectis a Band 11 position in SPC’s 2018 salary scale, with a salary range of 3,782–5,629 SDR (special drawing rights) per month, which currently converts to approximately SBD 41,375–61,580. An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC international salaries are not presently subject to income tax in Solomon Islands.
Benefits for international staff employees based in Solomon Islands– SPC provides a housing allowance of SBD 8,000 – 15,850 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, location and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
